bug(node-exporter): replace deprecated flags (#9857)

**Description**
Replaces the deprecated `--collector.filesystem.ignore-mount-points` and
`--collector.filesystem.ignore-fs-types` with
`--collector.filesystem.mount-points-exclude` and
`--collector.filesystem.fs-types-exclude`.
