**Description**
Velero has a whole host of issues:
1. It does not work with RWO blockdevice PVCs
2. It does not play nice with GitOps (as you don't want all manifests
ported)
3. It does not play nice with TrueNAS SCALE (which iX is to blame for)
But combined: It sucks and only works if you fit within a VERY tight
design-specification for your clustered resources.
So while we spend many ours on it: It has to go.
Introducing: VolSync support.
It just does storage backups and does it well.
If you reinstall with the same VolSync setup, it fetches your data from
S3 storage before starting stuff.
Just works (tm).
Also should just work(tm) with TrueNAS SCALE.

**Description**
We want to get rid of VerifyOperator code, in favor of code that can
work both with our helm charts and helm charts from other sources.
This does not replace verify-operator **yet** but at least implements a
new way of checking for crd presence, which is the main goal of
verifyOperator

Adds a pre-flight check for helm version.
By default the restriction is set to `>3.9.4` which is know to not work
with parts of this library.
If the annotation `truecharts.org/min_helm_version` is found then the
restriction becomes
`>=` + the version defined in the annotation.
Currently we can't really "unit test" this, because there is no way to
manipulate annotations in the test suites.
But we are at least testing that it does not "fail", because if it
would, all unittests would fail.

Additionally updated the upper bound of helm version we run the tests
on, and also updated the unittest plugin version.
Adjusted some "matchers" in the unittest files to follow the semantic
changes in from the unittest plugins.
